Microsoft admits to problems upgrading Windows 11 Pro to Enterprise

There are problems with Microsoft's last few Windows 11 updates, leaving some users unable to make the move from Windows 11 Pro to Enterprise.

Microsoft made the admission in an update to the "known issues" list for the June 11, 2024, update for Windows 11 22H2 and 23H2 – [1]KB5039212 .

According to Microsoft, "After installing this update or later updates, you might face issues while upgrading from Windows Pro to a valid Windows Enterprise subscription."

By "issues," Microsoft means "OS upgrade operations may fail, and this might be shown in the LicenseAcquisition scheduled task in Task Scheduler -> Task Scheduler Library -> Microsoft -> Windows -> Subscription as 'Access denied error (error code 0x80070005)' under 'Last Run Result'."

Making a move to an Enterprise license is not unusual, particularly for enterprises adding new hardware to their fleets. The issue will thus be a headache for many administrators, particularly since the update includes security fixes and addresses several issues, including one that stopped some systems using BitLocker from resuming after hibernation.

There is no workaround yet. Microsoft said, "We are working on a resolution that will be released in a Windows update in the coming weeks."

The glitch appears to date back to [6]April 2024's patch Tuesday update ; Microsoft also refreshed that update's "known issues" list to reflect the problem.

Microsoft has not yet added the issue on the Release Health dashboard for Windows 11. However, it has noted problems with an update to the Photos app on devices with BlockNonAdminUserInstall enabled. The problem affects users who have updated the Photos app from the Windows store on or after June 4, 2024.

Microsoft [11]said : "On launching the app, it might display a spinning circle, after which it might disappear. If you have the Procmon monitoring tool installed in your device, this error might display as Access Denied error on Process Exit ('Exit Status: -2147024891').

"This issue is most likely to occur if you have enabled either the Prevent non-admin users from installing packaged Windows apps policy or its Configuration Service provider (CSP) equivalent policy, BlockNonAdminUserInstall."

Windows Home edition users are unlikely to encounter trouble unless they have an IT-literate pal happy to apply a group policy or two.

As before, there is no workaround for the obstacle at present while Microsoft is working on a resolution. ®

Who the $%^& would have their spyware infested OS in their Enterprise?

Microsoft is pushing ahead with their zero privacy / sell every scrap of data we can get our hands on strategy to their detriment.

They told me Win10 would be the last OS I would need and they were right.

Privacy is a Unicorn, it does not exist!! Even if you never use a computer or the Internet your information is being collected, sold and traded by nearly every company, agency and activity you do in society. No O/S, browser, VPN, ad blockers, search engine will protect your data or prevent it being collected. Your driving is captured on video, license plate readers, GPS from your phone, car, laptop...etc even walking. All banking including your paycheck(s) is photographed, logged, tracked, collected...etc. Even before 9/11 the Postal Service started photographing every piece of mail and now all shippers do this. Our whole economy and society is a giant spying machine, Microsoft and Windows barely scratch the surface!

It seemed to be affecting 23H2, not 22H2, and I only just started updating to 23H2 and the machines started downgrading.

Upgraded to Windows Enterprise back before Windows 11. I am not a business and told the company I bought the upgrade through as much, a non issue. It is a pricier upgrade but well worth it, saving me from the forced Microsoft Account during install, ads and all the other nonsense Microsoft is pulling with Windows 10/11 now. I have had few issues with Windows 11, there was a bit of a learning curve with the Settings menus and the initial lack of Task Manager not accessible from right-clicking on the taskbar. But it Windows 11 was much more stable than Windows 10 upon release.

The Start menu is a big dislike since Windows 8.x, would use a third-party app to revert to Windows 7 style menu but they always seem to cause issues. Personally would like Microsoft to complete the Control Panel to Settings migration already, will be 10 years July of 2025. But SMBv1 and NetBIOS lingers on in Windows 11 with NetBIOS still active by default for 37 years since it was first implemented in OS/2 and Windows 3.1. Microsoft declaring SMBv1 insecure for over 20 years, yet leaving it in Windows versions time and again. Yet Microsoft touting security in Windows 11, while insecure legacy protocols and apps continue live on in "Turn Windows Features on or off".
