As the US maybe gets serious about coronavirus-tracking apps, Congress wakes up to the privacy risks

A bi-partisan group of US senators are preparing a new bill that would ensure privacy protections in coronavirus tracking apps, as legislative interest grows in what contact-tracing will entail.

The “Exposure Notification Privacy Act” is designed to make sure that the vast quantities of data that are expected to be generated from millions of people downloading and using tracing apps as a way of limited exposure to the coronavirus does not find its way into commercial databases.

Sponsors of the bill include Democratic Senators Maria Cantell (WA) and Amy Klobuchar (MN) and Republican Bill Cassidy (LA). While the full text of the bill has not been published yet, the senators’ offices have detailed its broad strokes.

The use of any such app would be voluntary and require an opt-in for any data gathered, that commercial use of the data produced by any app would be prohibited, users can delete their data, and any contact-tracing apps would only accept an authorized diagnosis of coronavirus.

Although [2]Apple and Google have worked together on a privacy-respecting set of APIs that would allow people to self-report a positive test for COVID-19, apps that build on top of the framework may take a different approach.

There is also the fact that many tech companies have become expert at taking whatever databases they can get hold of and find ways to tie them to their existing information sources. One of the more valuable data points for such firms is location - as it allows them to give advertisers the ability to target people precisely and geographically. As such, a vast database of people’s daily movements would potentially be extremely valuable.

Healthcare history

“The important thing we wanted to get done... is make sure the privacy protections are in place,” Cantwell [3]told The Washington Post.

Cantwell also noted that she would be wary of using any tracing app before regulations over how the data can be used are in place. “We’re all irritated our browser history might be sold a thousand times over. But when it’s your healthcare history, it’s a whole new realm.”

The bill is not the only one being pushed in Congress at the moment focussed on protecting citizens in their use of such apps.

[4]The Public Health Emergency Privacy Act [PDF] - also bi-partisan - was introduced in the House last month and would require companies to limit the collection of health data to only what is necessary for public health purposes, as well as mandate that any such data was deleted within 60 days of the end of a public health emergency.

Last month Senate Republicans [5]announced The COVID-19 Consumer Data Protection Act which would also require an opt-in for data gathering and would require the data to be anonymized but would not restrict data usage by commercial companies. ®

Totally off topic, but can I show you something you might find interesting.

Who runs Antifa? Who chose the name? Who decides whose inside Antifa and whose outside Antifa? If Antifa is an organization then there must be a head of that organization that makes those decisions right? When was Antifa created?

Well go dig up the earliest instances of the name, and you'll see Nov 23 2016, a German Alt-right group talking about "Antifa-Aufrufen" (antifascist-calling).

Which Breitbart then shortened 2 days later to "Antifa" (removing the 'action' or 'calling' part).

So the name 'Antifa' was created by 'Breitbart'.

And who defines who is in and out of Antifa? Well that's defined by the articles at Brietbart too! Breitbart does articles labelling things as 'Antifa' and that decides who is in Antifa! Tomorrow they could say "Antifa AOC" and they'd label AOC as a member of Antifa.

And notice the date of creating the name is November 2016, shortly after Trump got elected.

Steve Bannon, Trumps campaign advisor runs Breitbart, he was also a Trump advisor at the time.

My opinion is that Antifa was supposed to be a nebulus target hated group. Like the Jews in the 1930s Nazi Germany. You were supposed to build up hatred for that group, and Breitbart were supposed to label left-wing groups as Antifa. These MAGA people you see with the guns and the MAGA hats, the people saying "the only good Democrat is a dead Democrat"... they were supposed to be his Hitler-Youth. I think Bannon was supposed to label groups as 'Antifa' and 'good-Americans' were supposed to attack that group.

But it didn't really work.

Trouble with Trump is, he cannot keep his hate confined to one group. Sometime he stuck to the 'Antifa' message. Sometimes it was 'Mexicans'. Sometimes its China. Asians, Blacks. Sometimes it's 'doctors supposedly looting hospital PPE' because he fails to order PPE, sometimes it's 'nurses blocking MAGA protestors', sometimes its 'Police not shooting enough protestors'.

He even can't stop attacking his own people. That forced early re-opening is causing virus hotspots in rich-white-Republican places like Palm Beach too!

It's a branding, a label created by Breitbart just after Trump got elected.

The whole "antifa is short for anti-fascist" claim is just so the Tuckers of the world can pretend one minute to be using it as an abbreviation, the next as the name of a terrorist group.

It's a trap.

It has no real abbreviation quality about it.

You: "anti-fascist = good"

Tucker: "so you're saying antifa = good"

Tucker: "Antifa killed a cop (in this article where I labelled a cop-killer as Antifa)"

Tucker: so you're saying "cop-killer = good"

One minute he's using 'antifa' as if its an abbreviation for 'anti-fascist" the next he's using 'Antifa' as if its a label of a defined group. A label that he gets to stamp on anything he wants. Switching between the two meanings freely.

If there was one video you should watch from my comment, its the Vox video with all its quotes from Tucker Carlson as he admits how phony he is and how his aim is to protect the people in castle by manipulating the peasants in the village below (yeh literally he sees his viewers as peasants):
