GTK 4.24 Released With Better Fractional Scaling, More Precise GDK Frame-Clock

GTK 4.24 adds support for the Wayland ext-background-effect protocol that can be used for providing blurred backgrounds behind windows, such as for blurred window terminal effects. GTK 4.24 also supports Wayland's text input v3.2 protocol and other improvements.
There is also [1]better fractional scaling support with GTK 4.24 by snapping contents to device pixel boundaries. This provides for greater control of rendering when making use of fractional scaling on your device.
For those preferring reduced motion behavior to avoid sensory overload or similar conditions, GTK 4.24 respects the reduced motion setting in various places and avoids animations when the setting is enabled.
The GDK frame-clock has been reworked to improve precision with ensuring frames are presented on-time while also reducing frame drops. GTK4 on Android is also now aligning frame timing with vsyncs.
GTK's scalable vector graphics (SVG) support has also been greatly improved with the GTK 4.24 toolkit.
Beyond that feature work, GTK 4.24 also brings a lot of bug fixes. Quite a lot.
Sadly, the session save/restore functionality was diverted to GTK 4.26. GTK developers had been [2]planning nice session saving support but it didn't make the cut for GTK 4.24.
