Fedora x86-64-v3 Optimized Packages Pushed Back To At Least Fedora 46

There was a proposal under discussion the past few months on [1]building x86-64-v3 packages for Fedora 45 while retaining x86-64-v1 packages. The hope was building the Fedora packages with x86-64-v3 where AVX/AVX2, FMA, BMI2, and other newer ISA features can be assumed in the name of better performance. Unfortunately, the x86-64-v3 plans are now delayed but may be reconsidered next year with Fedora 46.

The [2]x86_64-v3 micro-architecture feature level is for Intel and AMD processors of roughly the past decade or longer. Intel Haswell and newer or AMD Excavator CPUs and newer cover x86_64-v3 where there is AVX/AVX2, FMA, BMI(2), MOVBE, XSAVE, and other ISA capabilities. Some Linux distributions like RHEL 10 already require x86_64-v3 as a sane default since it basically covers nearly all Intel/AMD systems of the past decade.

There was a proposal to add x86_64-v3 as a primary architecture on Fedora Linux while retaining x86_64 (v1) support for those on dated systems. This is of interest to many parties for better performance, including [3]Microsoft with their new Azure Linux base built on Fedora and desiring an x86_64-v3 baseline for their purposes.

After months being debated and waiting on more performance data for the Fedora Engineering and Steering Committee (FESCo) to evaluate, the members have now [4]decided to reject this change for Fedora 45. FESCo will allow the change to be re-submitted for Fedora 46 when additional performance data is provided. They also are seeking details on how the install media would be handled in this x86_64-v3-supported world.

So, sadly, there will not be x86_64-v3 packages for Fedora 45 this year but hope next year with Fedora 46 for better embracing the hardware of this past decade.
