The EU doesn't do that.
The EU are just enforcing their laws. Trump doesn't agree with their laws because they are consumer focused, not company focused. Because the EU isn't Republican.

Don't be confused. He would be threatening tariffs even if there was no Google fine.
Everyone already knows tariffs don't solve anything, they just cause more uncertainty for small, independent, family owned American businesses. Giant businesses have no problem weathering the storm, especially when they pay for advanced notice by Truth Social of the next dumb thing Trump is going to do.
He doesn't know what he's doing so he has to look busy doing something, and this is his go-to. He thinks it's great because

Trump doesn't care about the USA getting hurt, he cares about hurting others. You can't threaten him, that just encourages escalation - but you can't let him abuse you, because that encourages escalation.
The best strategy - which is still a losing strategy because we're watching a mutually beneficial relationship being torn down unilaterally - is to ignore him where you can, and apply pressure without threats where you can.
Eventually Trump will make the US so unattractive to trade that it will evapourate. For the moment it continues because of momentum, but the world is going to route around the US eventually. It just takes time.

At this point, it's obvious that Trump is a demented nutcase whose only approach to "leading" is flooding the zone with acrimony and vitriol. Best thing to do is ignore the fool. Just rag the puck until his power is constrained by midterms or the next election and let him hurt the USA as much as he wants to.

I am currently on vacation, I might have considered North America again but the current administration isn't projecting a welcoming environment for tourism.

Fair competition is when you follow the same rules as others have to follow.
Clearly Google did not do this.
If the USofA was a decent consumer oriented country it would have similar rules and laws.
But as long as 1/3 of the US voting population can give an idiot like Trump the highest office of the land we should be weary.

They're trying to replace income tax because if you're rich you don't buy a lot of things you just own stuff. But a properly enforced income tax actually costs you money. You want government services of course and like all rich people you don't want to pay for the things you use and enjoy. You don't get rich paying for that private jet you make somebody else pay for it.
So tariffs raise the price of everything you buy. And they don't bring jobs back because even if the factories come back they're going to be automated. So it's just a way for the Epstein class to make you pay for everything.
