I must admit i did not read the complete article, but how is this fundamentally different from running a local copy of a yum or apt repo? Iâ(TM)ve doing that for 20 years nowâ¦

Yeah, that's why no one should want this.
I wrote a howto on how to make your own apt archive years ago, but it's become outdated since. Maybe I should revisit that now in light of this.
