Chinese engineers and scientists are smart and numerous and skilled at working around restrictions
Look at the author list of any scientific paper, you will see Chinese names
I suspect that they will lead the world in tech in the future

The goal is not to stop them from gaining the tech. The goal is to slow them down and divert their resources. China always catches up once a tech is commoditized. So it's just a matter of time. Giving them unlimited access to top of the line AI hardware will help their advances in areas that US want to dominate. From national security point of view this is the right thing to do given that China is an adversary. Maintaining the lead in critical tech has its advantages. Obviously from the point of view

It seems like a good idea that China would use their own chips for state-funded data centers. Any country that can do it, should do it. (notice how it said "foreign", and not "US")

It's telling that China has to publicly enact a rule to prohibit Nvidia chips that are already prohibited by the US. The US says the sales are illegal. Nvidia says they aren't selling any to China. China already told its companies to buy domestic chips. Yet, there's still a need for a "ban."

Not all Nvidia exports to China are banned by America.
Even older Nvidia chips are superior to what China can produce domestically.

Also, his idiotic plans to increase US manufacturing with broad tariffs don't work because (a) the components (e.g., motors) still need to be imported and they have tariffs, which still increases the price of goods made in the US and sold abroad, which means the US is LESS competitive with tariffs than without, (b) the uncertainty around tariffs means that any long term plans now need to exclude the US on both the production and sales side as much as possible, (c) other countries have retaliated and -- more

The current eruption of export bans on "AI" hardware started in Trump's first term, in 2019, with Huawei and Huawei affiliate companies. But yes, your TDS point is valid: Biden et al. built upon Trump's piecemeal export bans with comprehensive, all-of-China, bans, in 2022. This has nothing to do with Biden vs Trump, etc. It's a continuation of ITAR thinking going back 50 years.

It looks like ITAR, apart from high publicity and political grandstanding now. In the late years of the Cold War era, I worked for a company with an export division, and got called upon to interpret details of e.g. RF transistor data sheets versus performance boundaries established in whichever ITAR categories. Even then, it was necessary to subscribe to the Federal Register to see recent regulatory category and denied entity changes that had not yet made it into CFR.
