The Federal Trade Commission(FTC) has never ever been an independent organization. The "Independent" self label was always marketing(a lie).

Isn't this just reflecting the reality that the Congress has taken a back seat and the Executive is completely in control? Perhaps the GDR and the DPRK should have edited themselves in the same way.

It's kind of always been the truth. Due to the constitution: the president is guaranteed to have full executive authority over the entire government, so they never were independent truly.
Under the constitution it is impossible for Congress to create an "Independent" agency, Unless they are using government resources to create an organization entirely outside government that is incapable of exercising any powers of government. Meaning that org cannot enforce any laws..

You can always make the claim that no one is independent from anyone, because the potential for blackmail and murder is ever-present. That doesn't really tell the whole story though.
