So to "put CISA back on mission," Noem's government department, which oversees the cyber-agency, is "conducting an assessment" prevent any overreach, return money to taxpayers, and realign the workforce "to focus on the mission that Congress has laid out."
That likely translates to [1]staffing and budget cuts , or as Noem described them in a Wednesday keynote address at this year's [2]RSA Conference in San Francisco this week: "Reforms and efficiencies."

Noem urged us not to cover the "reforms and efficiencies, and some of the initiatives, and task forces, and advisory councils that we're changing as a bad thing." Instead, she urged, "I would encourage you to say: 'Just wait till you see what we're able to do'."

It’s not just the press who has criticized changes at CISA. House Rep Eric Swalwell (D-CA), the ranking member of a Congressional cybersecurity subcommittee, has called firing CISA personnel and slashing programs " [6]alarming ." Retired US Navy Rear Admiral Mark Montgomery described Noem's actions as " [7]gutting CISA ."
In Noem's telling, changes at CISA are more of a realignment than a disembowelment. And, as she has said previously, changes at the agency stem from its efforts to counter online disinformation, especially as it relates to [8]election security and the agency's work to prevent both [9]foreign trolls and [10]President Trump himself from spreading lies that the 2020 election was stolen.

CISA's job is to "hunt and harden our systems," Noem contended. "Instead, we saw CISA get into misinformation/disinformation campaigns. They were deciding what was truth and what was not. And it's not the job of CISA to be the Ministry of Truth."
She pointed to the very real threat from China, which has been highlighted several times during the annual cybersecurity industry event.

"We've seen examples of cyber espionage like Salt Typhoon and Volt Typhoon that have been very effective against us," Noem said. "And one of the things that had alarmed me the first time that I had been briefed on those situations coming into this role, before I was ever sworn in, was that we don't necessarily know exactly how it happened, and we don't know how to prevent it in the future."
Noem added her "goal is to make sure that we are able to have more of those answers," along with tools to "stop and prevent those kinds of invasions into our country."
Left unsaid was that the Biden administration tasked an advisory board to seek such answers. When Trump took office, the Cyber Safety Review Board was [17]probing how China's Salt Typhoon breached American government and telecommunications networks. One of the administration's first moves was to [18]terminate all memberships on advisory committees within the Department of Homeland Security, including those focused on cybersecurity. ®

Yes it is their job. Assessing trustworthiness and assigning levels of trust to sources of information is a basic function of any meaningful security, including the cyber variant.
And if some wacko and his pals put out information that an election was manipulated, and the information is factual wrong, it _is_ the job of CISA to label this information "false". Even if the wacko happens to be a sitting president, who just lost his re-election.
That independence from political will and operating simply based on facts, or "truth", if you will, made many american institutions very powerful in the past. Now, that many institutions are forced to bend to the will of said wacko, that power is bound to vanish. A statement from CISA in 2026 will probably not be worth more than a statement from some random russian organization today, they will be ordered to say whatever pleases the president.
We urgently need a full EU-based replication of all security-related functions, that are still provided by U.S. based sources to the EU.

Yes CISA needs to be an independent source of truth but it must be free from political interference.
I did certainly not miss the ... let's say 'mention of a phrase connected to Orwell'.
I just do not belive it fits to the situation, as it was not CISA who put out the misinformation, but the election loser of 2020. And CISA rightfully labelled it as such.
Of course the new american ministry of cosplay disagrees, as their chief doofus turned dear leader still claims he won the 2020 election and Homeland Security now obviously sees its mission in helping him spread his lies.
This would make the use of this phrase by Kristi Noem to attack CISA highly self-ironic... which I believe she is not capabable of.

Trump has been very busy these last 100 days, what with renaming the Gulf of Mexico, playing chicken with China, fashion advisor to Ukraine’s president, being a friend to Putin when no one else would, advertising for Tesla, and golf, there's not been the time to create the Ministry of Truth.
Once Trump has closed a few of those unnecessary and wasteful Federal Agencies and Government Departments he will have the funding for the Ministry of Truth and empty Government buildings to house it. Goodbye Department of Education hello Ministry of Truth.
