GStreamer 1.28.1 Adds Whisper-Based Speech-To-Text, AV1 Stateful V4L2 Decoder Support

Building off January's [1]GStreamer 1.28 release with many new features, GStreamer 1.28.1 was released today as a point release bringing various fixes and minor additions to this open-source multimedia framework.
GStreamer 1.28.1 is mostly about shipping the fixes that have accumulated over the past month but there are also some minor new features found in today's update:
- A new Whisper-based Speech To Text transcription element.
- Fix scaling and resizing the UIView On EAGL and Vulkan.
- GStreamer now has a sub-project for providing LunarG MoltenVK SDK on macOS.
- GStreamer's Video 4 Linux 2 code now can handle stateful AV1 V4L2 decoders.
- Apple Video Toolbox decoder and encoder fixes as well as patches for tvOS support.
